Yet behind every sold-out arena, championship fight, and headline event lies a complex regulatory framework that most fans never see. This card offers a unique opportunity to examine an often-overlooked aspect of professional mixed martial arts: the state licensing and regulatory systems that govern the sport. 

The Mountain State has spent decades pursuing the pathways to economic growth. Policymakers debate taxes, subsidies, infrastructure investments, workforce programs, social services, and regulatory reforms. These discrete policy domains matter, but they bypass fundamental questions about the purpose of public policy.

Have you ever been at a restaurant and suddenly noticed a service fee on your bill that wasn’t there before? It is a charge you did not really do anything to cause, but now you are expected to pay it anyway. Right at the end, you are still asked to tip on top of everything. It makes you think about how people respond to tipping when prices change in ways that feel unexpected or out of their control.

Tattoo artists create permanent art that requires talent, focus, and creativity. This work comes with many rules, health regulations, and safety procedures. Occupational licensing, through various state boards, imposes these requirements that go beyond just artistic skills. The Knee Regulatory Research Center this past December released the 2025 Occupational Licensing Snapshot. This snapshot provided updated information on numerous professions, including tattoo artists. This data was collected directly from state statues, regulations, and administrative code from health departments or other licensing agencies.
